Old and very rare lithographed sheet metal box. Its lid looks like a lottery.

Or a game of roulette. By rotating the central part "like a spinning top". The inner wheel rotates to stop on a number. Note that a small arrow is missing. Or a small flag to identify the winning number.

It is most likely a game box. Maybe there were pawns placed inside it. Still has its fabric handle. In good state of use.
